Establishes the "Volunteer Firefighter Training Fund" under joint custody of the state comptroller and commissioner of taxation and finance

Allows chief officers of fire departments in municipal corporations or fire districts to apply for fund money to cover volunteer firefighter training payments

Fund revenues will come from contributions, donations, and any moneys appropriated, credited, or transferred from other sources pursuant to law

Appropriates $1,000,000 from the state general fund to the newly created training fund

Takes effect 180 days after becoming law
