Establishes an 8-member Lactation Consultant Licensing Board appointed by the Board of Regents, with 7 licensed lactation consultants (or grandfathered IBCLCs) and 1 client/care community representative

Requires licensure applicants to complete a high school diploma, 24 semester credits in health science courses, 90 hours of lactation-specific education, 300 supervised clinical hours, and pass the IBLCE exam (or equivalent)

Mandates 45 hours of continuing education every 3 years for license renewal, with applicants required to be at least 21 years old and of good moral character

Prohibits professional misconduct including discrimination based on gender identity, sexual orientation, or status as a legal guardian of a non-biologically related infant or child
