Establishes a tiered eligibility program through the Office for People with Developmental Disabilities (OPDD) for individuals with learning disabilities (dyslexia, dyscalculia, developmental aphasia, etc.) and complex neurological impairments including autism spectrum disorders like Asperger's Syndrome

Tier One provides up to 6 months of "intensive service navigation" for individuals in crisis, connecting them to mental health services, vocational services, educational planning, support groups, and other needed resources

Tier Two offers an additional 6 months of intensified services if needed, including assessment of adaptive behavior levels and preparation for full OPDD eligibility determination

Services can be terminated early at any tier if the individual and provider agree the crisis has been resolved or new skills have been learned

Requires the Commissioner of Developmental Disabilities to develop a reimbursement methodology covering providers' reasonable costs and to consult with statewide associations representing individuals with learning disabilities
