Requires every school bus in New York transporting students in kindergarten through sixth grade to or from school or school-related activities to have either a school bus attendant or school bus monitor on board

School bus attendants must maintain order on the bus and assist children under age 13 or students with disabilities with boarding, exiting, and crossing streets when necessary

Defines "school bus monitor" as a person who assists children with safely getting on and off the bus and helps the driver maintain proper student behavior

Expands the definition of "school bus attendant" to include assisting all students, including those with disabilities, rather than only "pupils with special needs"

Takes effect on July 1st following passage into law
