Establishes a SNAP and cash assistance fraud victims compensation program administered by the Office of Temporary and Disability Assistance to reimburse individuals whose SNAP or cash assistance benefits were stolen or fraudulently taken

Requires the application process to be available in English and at least the ten most commonly spoken non-English languages in the state

Directs the Inspector General and Attorney General to work with the Commissioner of Temporary and Disability Assistance to verify whether applicants were actually defrauded or had benefits stolen

Creates a dedicated fund held jointly by the State Comptroller and OTDA Commissioner, funded by appropriations, civil penalties related to SNAP, grants, and other contributions

Appropriates $1,500,000 from the general fund to establish the compensation fund
