Requires health care facilities (home care agencies, hospices, HMOs, shared health facilities) to develop written policies and procedures for identifying, assessing, treating, and referring confirmed or suspected domestic violence cases

Mandates ongoing training programs for nursing, medical, social work, clinical, and security personnel on domestic violence policies and procedures

Requires facilities to designate a staff member to coordinate with local domestic violence or victim assistance organizations

Obligates facilities to inform confirmed or suspected domestic violence victims about available advocacy services and contact an advocate upon the victim's request

Takes effect one year after becoming law; excludes hospitals (covered under separate Article 28 of public health law) from the definition of health care facility
