Grants the New York Attorney General authority to investigate and prosecute any criminal offense committed by a police officer, whether on or off duty

Allows the Attorney General or deputies to appear before courts and grand juries with full district attorney powers in police misconduct cases

Requires that court and grand jury proceedings be held outside the county where the alleged offense occurred

Limits local district attorneys to only performing duties specifically required by the Attorney General in these cases

Charges all prosecution expenses, including staff salaries, to the county where the case would have originally been prosecuted

Takes effect 90 days after becoming law
