Prohibits New York state agencies and their contractors from selling personal information about individuals to third parties for monetary or other valuable consideration

Requires government entities and contractors to inform individuals at or before the point of collection about what categories of personal information will be collected and how it will be used

Restricts sharing of personal information between government entities, contractors, and subcontractors to only when such information is "crucial" to performing contracted services or official duties

Defines personal information broadly to include identifiers (names, addresses, Social Security numbers), biometric data, financial/tax information, education records, and inferences drawn to create individual profiles

Provides exceptions for compliance with federal, state, or local laws, regulatory investigations, Freedom of Information Law requests, legal proceedings, and consumer credit reporting under the Fair Credit Reporting Act

Takes effect one year after becoming law
