Mandates contractors submit equal employment opportunity programs and utilization plans at the time bids are submitted, rather than after bid opening and before contract award

Increases bond requirement thresholds from $100,000 to $150,000 for dispensing with performance and payment bonds, and from $200,000 to $300,000 for certain non-multiple contract awards

Establishes new violations for entities that fraudulently use MWBE names to negotiate lower bids, submit false good faith effort documentation, or fail to provide MWBEs with sufficient information to prepare proper bids

Expands MWBE requirements to state-assisted project contracts exceeding $2 million, including housing, economic development, higher education, and hospital projects receiving state financing, grants, or loans
