Authorizes the Department of Motor Vehicles to share license holder information with the state's representative to the multistate organization, including names, addresses, contact information, and identification numbers

Prohibits sharing information on individuals enrolled in the confidential voter program and prohibits knowingly providing information on non-citizens

Requires New York to complete registration with a multistate voter list maintenance organization by July 31, 2026, with withdrawal requiring an affirmative vote of the State Board of Elections commissioners
