Requires SUNY and CUNY institutions to grant academic credit to veteran undergraduate students for military training courses that meet American Council on Education standards

Defines "veteran" as a New York resident honorably discharged from active U.S. military or naval service, or furloughed to reserve, or returned to NY National Guard or Naval Militia

Credits must be granted without limitation toward the veteran's degree upon application by full-time students in good standing

Prohibits charging any fee, tuition, or other cost to veterans for credits awarded under this provision

Takes effect July 1st following enactment, with SUNY and CUNY boards of trustees required to establish implementation procedures
