Obligates insurers and health care plans to provide healthcare providers with an updated payment rate schedule annually, starting on the effective date and continuing every January 1st thereafter

Applies to insurance contracts entered into, renewed, modified, or amended on or after the 30th day following enactment, amending both the insurance law and public health law
