Prohibits courts from awarding custody or unsupervised visitation to any parent or person convicted of specified sex offenses, including rape, sexual abuse, aggravated sexual abuse, incest, use of a child in sexual performance, promoting sexual performance by a child, disseminating indecent material to minors, and promoting prostitution

Creates an exception allowing custody or unsupervised visitation only if the court specifically finds there is no significant risk to the child

Amends the Domestic Relations Law Section 240 to add these restrictions as a new subdivision governing custody determinations

Applies these restrictions to Family Court proceedings, including cases referred from Supreme Court or County Court, cases initiated in Family Court, and cases involving minors in foster care

Takes effect immediately upon passage
