Expands the Tuition Assistance Program (TAP) to include graduate students, allowing up to 4 academic years of graduate study eligibility, limited to one degree program at the master's, first professional, or doctorate level

Caps combined undergraduate and graduate TAP eligibility at 8 total years of study

Increases maximum TAP awards for eligible students: $6,068 starting 2025-2026, rising to $6,470 starting 2026-2027

Raises income eligibility limits in phases: up to $100,000 for 2023-2024, up to $110,000 for 2025-2026, and up to $125,000 for 2026-2027 and thereafter

Establishes a separate TAP award schedule for graduate students with a base amount of $550 or 90% of tuition (whichever is less), reduced based on income, with a minimum award of $75
