Creates the "New York State Supplier Diversity Act" establishing a Division of Supplier Diversity within the Office of General Services to promote LGBT, disability, and veteran-owned business participation in state contracts

Defines certified LGBT, disability, or veteran-owned business enterprises as those at least 51% owned by qualifying individuals, independently operated, and employing no more than 300 people

Requires the Office of General Services to maintain a public directory of certified businesses, provide training for state procurement personnel, and submit annual reports to the governor and legislature on contract awards and certification statistics

Establishes a certification program with 30-day application status updates, 60-day final determinations, and an appeals process with independent hearing officers; certifications valid for two years

Mandates a study to determine statewide participation goals for these businesses and expires five years after enactment
