Proposes a constitutional amendment to allow New York State to convey approximately 1.2 acres of forest preserve land to the town of Montague in Lewis County for expansion of the town's barn for public use

Requires the town of Montague to convey approximately 26 acres of land to the state in exchange, which would be incorporated into reforestation lands

Mandates that the legislature determine the property received by the state is at least equal in value to the land being conveyed before any transfer occurs

Requires legislative approval prior to the actual transfer of title

As a constitutional amendment, must be referred to the first regular legislative session after the next general election and published for 3 months prior to that election
