Establishes the "Certificate of Insurance Reliability Act (CIRA)" requiring all certificates of insurance for activities conducted in New York to be issued directly by insurers and making such certificates legally binding on the insurer

Eliminates the option for certificates of insurance to use standard forms issued by industry standard-setting organizations approved by the superintendent

Limits acceptable certificate of insurance forms to those promulgated by the issuing insurer or other forms specifically approved by the superintendent

Takes effect 90 days after becoming law
