Establishes a "Vaccine Bill of Rights" prohibiting any person from being mandated, coerced, or pressured to take experimental or investigational medications, including COVID-19 vaccines

Prohibits COVID-19 vaccination requirements for school attendance, employment, travel, public transportation, government services, or entry into public buildings

Protects physicians from professional misconduct charges for providing medical exemptions from vaccination or for treating unvaccinated patients, and bars any department or board from reviewing physician vaccination exemption certifications

Limits civil liability for employers and employees for COVID-19 transmission in the workplace when acting in good faith, unless harm results from willful misconduct, recklessness, or gross negligence

Prohibits government entities from offering financial rewards or special privileges for receiving COVID-19 vaccination, and bars incentive payments to healthcare providers for meeting vaccination targets
