Reports must be filed with the state board of elections no later than one month prior to the election

Mandates boards of elections to appoint election inspectors, poll clerks, and election coordinators from the "Additional Inspector List" to fill vacancies no later than 20 days before the election

Requires that when filling vacancies or absences on election day, appointments must first be made from the Additional Inspector List before appointing other qualified voters from the community

Applies the Additional Inspector List requirement across multiple emergency vacancy scenarios, including when inspectors, poll clerks, or combinations of both are absent
