Tasks the czar with monitoring developer compliance with state housing mandates, serving as an ombudsperson for those seeking public or subsidized housing, and developing a five-year affordable housing compliance plan

Establishes a 10-member volunteer task force with 3-year terms, including the commissioner (or designee), the housing czar, and 8 legislative appointees (2 each from senate majority, senate minority, assembly speaker, and assembly minority leader)

Requires the task force to issue a report with affordable housing recommendations to the legislature within one year of formation; act takes effect 90 days after becoming law
