Defines "hospital rule-based exclusions" as policies that restrict hospitals from providing types of care they are licensed to provide, or that restrict care to patients based on protected characteristics, including religious or moral objections

Requires the Commissioner of Health to collect annually from each general hospital a list of its rule-based exclusions and publish a searchable list on the department's website within six months of the effective date

Mandates a report to the legislature within one year (and every five years thereafter) analyzing how hospital exclusions impact patient access to care, including variations by race, gender, ethnicity, sexual orientation, gender identity, and socioeconomic status

Requires hospitals to include information about rule-based exclusions in patient rights statements and prominently link to the state's exclusion database on their websites

Requires health insurers and HMOs to include explanations of hospital rule-based exclusions and links to the state database in their coverage materials
