Requires Herkimer county's county seat (the village of Herkimer) to have at least one designated early voting polling place

Adds Herkimer county to an existing exception that already applies to Washington county, where the county seat must have an early voting location regardless of whether it is the largest municipality

Early voting polling places in cities or municipalities with public transportation should be situated along those transportation routes to the extent practicable

Takes effect immediately upon passage
