Establishes a maximum benefit of 680 hours per calendar year per covered individual for applied behavior analysis (ABA) and developmental, individual-differences, relationship-based (DIR) treatment for autism spectrum disorder

Adds DIR/Floortime treatment as a covered behavioral health treatment for autism, defined as interventions based on functional-emotional development assessment that address developmental challenges accompanying autism and neurodevelopmental disorders

Requires providers of DIR treatment to hold a professional certificate from the Interdisciplinary Council on Development and Learning

Expands the definition of "therapeutic care" to include licensed counselors and speech-language pathologists, in addition to occupational therapists, physical therapists, and social workers

Directs the Superintendent of Insurance, in consultation with the commissioners of health and education, to establish standards for professionalism, supervision, and experience for individuals providing behavioral health treatment under licensed provider supervision
