Prohibits landlords from using automated decision tools (AI, machine learning, statistical modeling) to screen housing applicants unless they conduct annual disparate impact analyses by independent auditors and publish summaries on their websites

Requires landlords to notify applicants at least 24 hours before using AI screening tools, disclose what data is being collected and how it will be used, and provide reasons for any denial along with the option to request an alternative selection process

Bans landlords from using pricing algorithms that incorporate nonpublic competitor data (such as actual rent prices, occupancy rates, or lease dates) to set or adjust rent amounts

Requires banks using automated decision tools for lending decisions to conduct annual disparate impact analyses, submit summaries to the Attorney General, and give applicants 30 days to correct incorrect information and appeal denials

Mandates the Division of Housing and Community Renewal, in conjunction with the Department of Financial Services and Division of Human Rights, to complete a study within one year on how AI and machine learning may contribute to housing discrimination and redlining
