Establishes the "Alexander John Smullen Traffic Safety Memorial Law" creating a memorial sign program for victims of fatal vehicle collisions on state highways

Memorial signs must include a safety message (such as "Please Don't Drink and Drive," "Please Don't Text and Drive," or "Seat Belts Save Lives"), the phrase "In Memory Of" with the victim's name, and the date of the fatal collision

Applicants must submit a form and pay a fee to the appropriate highway agency to request a memorial sign, with fees set at reasonable, non-prohibitive amounts to help cover costs

Signs may remain posted for two years, after which they may be released to the applicant; damaged signs can be replaced for a fee, except when damage results from government negligence

Applies to state highways (administered by the Commissioner of Transportation), municipal roads, county roads, and town highways, with each level of government authorized to run its own program
