Creates the new offense of "aggravated reckless driving" as a class E felony when reckless driving is committed under specific aggravating circumstances

Aggravating factors include: prior reckless driving conviction within 18 months, driving with a suspended/revoked license, causing physical injury to another person, committing three separate traffic violations during the incident, or knowingly operating an unregistered or uninsured vehicle

Authorizes police to seize and forfeit vehicles used in reckless driving or aggravated reckless driving offenses, expanding existing seizure powers that previously applied only to unlicensed operation

Exempts rental vehicles and vehicles owned by rental companies from the aggravated reckless driving provisions

Vehicles not claimed within 90 days after termination of criminal proceedings for reckless driving or aggravated reckless driving will be deemed abandoned and disposed of by the applicable government entity
