Defines "blind spot" as any area without 24-hour camera coverage, including areas affected by repositionable cameras, poor video quality, obstructions, or inadequate lighting for identifying violence or sexual assault

Mandates submission of a remediation plan to the governor, attorney general, and legislature addressing camera deficiencies, including inoperable cameras, insufficient camera numbers, and poor video quality

Requires the plan to include conversion of analog cameras to digital systems, secure storage and preservation of recordings for investigators and courts, and a three-year strategic plan with cost projections

Implementation must be completed within three years of plan submission, with annual progress reports to the governor, attorney general, and legislature during that period
