Requires student voting action plans to include at least three election outreach events per academic year (with one in-person and one within 45 days of a general or primary election), voter registration materials in high-traffic campus areas, and policies excusing students from class or campus jobs to vote

Expands requirements from SUNY and CUNY institutions to all public and private colleges and universities, requiring them to electronically provide voter registration applications at the start of each school year and again in January of presidential election years

Requires higher education institutions to submit annual reports to the State Board of Elections by June 1 detailing voter registration efforts, including webpage screenshots, student enrollment numbers, and click data on registration links, which must be made publicly available
