Mandates cytomegalovirus (CMV) screening for all newborn infants in New York, expanding from the current requirement that only screens newborns with suspected hearing impairment

Requires screening using a nucleic acid-based test (such as dried blood-spot) or urine polymerase chain reaction (PCR) test

Removes the existing parental opt-out provision that allowed parents to object to CMV testing

Authorizes the Commissioner of Health to approve alternative CMV tests by regulation if determined to be diagnostically equivalent or superior to the specified methods

Takes effect 180 days after becoming law, with immediate authorization for regulatory changes needed for implementation
