Requires consideration of minority and women-owned business enterprises, small business concerns, and businesses providing economic opportunities for low-income persons when awarding contracts

Protects existing public housing authority employees from displacement, reduction in hours, wages, or benefits, and prohibits transfer of maintenance and operations duties to contractors under alternative delivery contracts

Mandates annual financial reporting by municipal housing authorities to the commissioner, including detailed breakdowns of all funds received and expenditures by source, to be made publicly available online by August 31st each year
