Mandates instruction on the January 6, 2021 insurrection at the United States Capitol and its aftermath in all public and private schools in New York State

Adds the January 6th insurrection to the existing list of required human rights instruction topics, which includes genocide, slavery, the Holocaust, and the Irish famine of 1845-1850

Requires all students over age 8 to receive this instruction as part of patriotism, citizenship, and civic education courses

Private schools that fail to provide this instruction will not be considered substantially equivalent to public schools for attendance purposes

Takes effect on July 1st following enactment, with the Board of Regents responsible for prescribing specific course content and the Commissioner authorized to withhold school funding for non-compliance
