Expands the list of felonies that permanently disqualify a person from holding civil office to include bribery (Article 215 of NY Penal Law) and federal crimes related to elections, fraud, and securities violations when committed through or in connection with the person's civil office

Creates a 10-year disqualification from civil office for felonies under federal fraud and false statements laws (18 U.S.C. Chapter 47) when committed in connection with the person's civil office, with the period beginning after completion of sentence

Changes the timing for misdemeanor-related disqualifications from civil office, calculating the 5-year (or up to 10-year under plea agreements) bar from completion of sentence rather than date of conviction

Specifies that certificates of relief from disabilities or certificates of good conduct issued under correction law will not remove these disqualifications from holding civil office

Applies retroactively to convictions entered before, on, or after the effective date of the act
