Requires utilities to provide written notice at least 90 days before scheduled installation of a two-way smart meter, informing customers of their right to opt out

Allows customers to request removal of a two-way smart meter within 365 days of installation at no cost; removal requests after that period may be subject to a fee determined by the Public Service Commission

Defines two types of advanced metering infrastructure: one-way smart meters that transmit usage data to utilities for billing, and two-way smart meters capable of real-time two-way communication including usage data, pricing information, and service disruption detection

Applies to electric corporations, gas corporations, and water-works corporations operating in New York State
