Applies to violations of posted speed limits captured by photo speed violation monitoring systems operating under the state's demonstration program (Article 30)

Mandates that notices of liability include a prominent warning informing vehicle owners that 5 or more violations in 18 months will result in a 90-day registration suspension

Requires courts and administrative tribunals to certify findings of liability for work zone speed violations to the DMV commissioner within 15 days for recording

Takes effect one year after becoming law and applies only to violations committed on or after that date
