Expands New York's school-based health clinic law to include telehealth providers, allowing licensed providers to deliver health, dental, and mental health services remotely to students in school districts, BOCES, and charter schools

Requires the Education Commissioner to develop regulations in consultation with the Commissioners of Health, Mental Health, and the Office for People with Developmental Disabilities covering licensure, billing, privacy, staffing, and scope of services

Mandates that telehealth services supplement rather than replace existing school nurses, psychologists, social workers, and counselors

Places responsibility on school districts, BOCES, and charter schools to ensure adequate technology, space, and personnel for telehealth services unless provided by a licensed school-based clinic

Requires written parental consent before students can receive telehealth services and protects school entities from liability for negligence or misconduct by telehealth providers
