Establishes a reckless driving prevention grant program within the Department of Motor Vehicles to award grants to municipal law enforcement agencies and prosecuting offices

Grants must fund projects aimed at reducing reckless driving through enforcement, prosecution, preventative education, increased traffic control devices, or other traffic safety initiatives

Creates the reckless driving prevention fund, held jointly by the state comptroller and commissioner of taxation and finance

Fund receives money from fines collected for violations of section 1174 of the vehicle and traffic law (reckless driving), plus any other fines, fees, grants, bequests, or appropriations

Unused funds remain in the fund at year's end rather than reverting to the general fund; act takes effect 90 days after becoming law
