Requires state and local correctional facilities, including Rikers Island, to disclose video footage to the Attorney General's Office of Special Investigation in cases involving the death of an incarcerated individual where a correctional officer is involved

Video footage must be disclosed within 72 hours of the death occurring and includes recordings from fixed cameras, body-worn cameras, handheld devices, and any other recording equipment used by correctional staff

Prohibits any redactions to video footage before disclosure to the Attorney General's office, which will determine appropriate redactions according to its published video release policy

Disclosure may only be delayed if the Attorney General's office certifies it would compromise an ongoing criminal investigation or prosecution, with delays limited to 90 days without additional certification
