Protects reporter confidentiality by prohibiting disclosure of information that could identify reporters, with exceptions for legal proceedings and sharing with law enforcement agencies when necessary for investigation or prosecution

Establishes criminal penalties for failure to report: class A misdemeanor for a single failure, class E felony for failing to report two or more acts, and class D felony for failing to report violence resulting in death

Creates civil liability and potential termination for mandatory reporters who knowingly fail to report, and subjects those who make false reports to prosecution under penal law
