Establishes a pilot program allowing registered motor vehicle owners to display digital license plates in place of one or both traditional plates issued by the DMV

Requires the Commissioner of Motor Vehicles, in consultation with State Police, to adopt regulations covering safety standards, product approval, data privacy, security protocols, and reporting requirements for digital plate companies

Digital plates must display registration number and expiration date clearly visible from 100 feet in normal sunlight, but need not display more than one color

Commissioner must review the pilot program within one year and submit a report with recommendations to the legislature within 18 months, including input from State Police and other law enforcement agencies

Pilot program expires and is automatically repealed two years after the effective date
