Establishes the "Community Violence Intervention and Prevention Act" creating a grant program administered by the Office of Victim Services to fund hospital-based and community-based violence intervention programs

Creates the Community Violence Intervention and Prevention Fund with a minimum of $10 million or 10% of federal Victims of Crime Act funds, whichever is greater

Defines eligible programs as those providing intensive counseling, case management, and social services to individuals recovering from violence-related injuries or who witnessed acts of violence

Requires grant recipients to demonstrate evidence-based or evidence-informed approaches with measurable objectives, data collection plans, and strategies to reduce gun violence

Mandates regulations promoting alternative funding sources, coordination of public and private efforts, and outreach/training for law enforcement on victim needs
