Expands the definition of "managed care provider" under New York's social services law to include accountable care organizations (ACOs) authorized under article 29-E of the public health law

Amends section 364-j of the social services law by adding ACOs to the list of entities that qualify as managed care providers for Medicaid purposes

Takes effect 180 days after becoming law, with the Commissioner of Health required to begin preparing implementing regulations immediately upon enactment

Contains coordination provisions to ensure amendments remain in effect regardless of which version of the underlying statute is active at the time of implementation
