Requires covered public buildings to establish and implement programs for collecting recyclable materials (metal, plastic, glass, paper) and compostable materials (food scraps, tree and brush trimmings, leaves)

Mandates installation of separate bins for recyclable and compostable materials alongside regular waste bins in all covered public buildings

Expands existing state parks recycling requirements to also include compostable materials collection at state parks, state historic sites, and state recreational facilities

Requires regular collection and proper processing of materials—recyclables must be recycled and compostables must be composted

Takes effect 120 days after becoming law
