Requires short-term rental (STR) companies operating in New York to submit annual inventories of all rental locations and capacities to each county governing body by January 31st of each year

Mandates monthly utilization reports from STR companies including number of days each unit was rented, total occupants, and length-of-stay statistics (average, median, and range), due by the 10th of each month

Defines short-term rentals as single-family homes, 1-4 family dwellings, or condo/co-op/timeshare units rented for less than 30 continuous days for a fee

Authorizes counties (or city councils for counties wholly within cities) to enforce compliance with penalties of up to $1,000 per day for violations

Takes effect 60 days after becoming law
