Requires the Commissioner of Motor Vehicles to accept electronic signatures on any document, form, power of attorney, or record required under vehicle registration and title laws

Defines "electronic signature" as an electronic sound, symbol, or process attached to a document and executed by a person with intent to sign and acknowledge information as accurate

Mandates that electronic signature systems verify user identity, capture IP addresses and timestamps, and retain all information for five years for access by the commissioner, regulatory agencies, or law enforcement

Prohibits the commissioner from requiring electronic signature vendors to be certified before accepting documents, or from refusing documents solely because they contain electronic signatures

Protects electronic signatures from being used for purposes other than indicated by the signer, and prevents signatures from being copied or transferred without express authorization
