Requires all bicycles, electric-assist bicycles, and electric scooters operated in cities with populations over one million (New York City) to carry liability insurance coverage equivalent to motor vehicle owner's policies

Owners and operators must produce proof of insurance upon request by law enforcement or any person claiming injury or property damage from an incident involving the vehicle

Governmental agencies may apply for self-insurance certificates in lieu of private insurance if they demonstrate financial ability to respond to judgments

Private individuals or corporations with registered bicycles or scooters may also obtain self-insurance certificates under existing Vehicle and Traffic Law provisions

Takes effect 120 days after becoming law, with rulemaking authority granted immediately to allow implementation by the effective date
