Requires the Department of Transportation to develop a scannable QR code for work zone signs and truss construction warning signs that, when scanned, displays the sign's contents translated into the most commonly spoken non-English/Spanish language within a 10-mile radius of the user's location

Mandates that one year after enactment, all work zone signs in areas with residential housing or expected pedestrian traffic must be printed in both English and Spanish and include the scannable code

Requires truss type construction warning signs on commercial and industrial buildings to also be printed in English and Spanish with the scannable code, one year after the effective date

Updates gendered language in existing law, changing "chairman" to "chair" for the New York State Thruway Authority

Takes effect one year after becoming law, with immediate authorization for agencies to develop necessary rules and regulations for implementation
