Requires the Commissioner of Motor Vehicles to develop and maintain an electronic data and communication system with banks, credit unions, and financial institutions for recording security interests (liens) on vehicle titles

Mandates that lienholders electronically transmit liens and lien satisfactions to the department, with exemptions for individuals and lienholders not normally engaged in vehicle financing

Changes certificate of title delivery so titles are mailed to the first lienholder rather than the owner when a lien exists, and titles with electronic liens will not be printed unless requested by the lienholder or upon lien satisfaction

Establishes procedures for duplicate certificates when liens exist, requiring owners to provide release of security interest from each lienholder, and restricting duplicates for electronically recorded titles unless the lienholder is out of business

Updates gender-neutral language throughout the vehicle and traffic law, replacing "him" and "he" with "the commissioner"
