Establishes the "Save Our Small-Business Grant Program" administered by the Division for Small Business and regional economic development councils to provide grants to small businesses impacted by COVID-19

Requires small businesses to demonstrate a "qualifying hardship" resulting from the pandemic to be eligible, with criteria to be developed and published on regional economic development councils' websites

Caps individual grants at $50,000 maximum per small business

Regional economic development councils are responsible for providing the funds necessary to operate the grant program

Program expires when the Director of the Budget determines New York's economic relief has returned to pre-pandemic levels, at which point no new applications will be accepted and pending grants will be finalized
