Creates the New York State Innovative Energy and Environmental Technology Program to provide competitive capital grants of up to $100,000 to small businesses for commercializing energy and environmental technologies

Defines eligible small businesses as independently owned, headquartered in New York, with 100 or fewer employees (80% full-time in-state), working on innovative energy or environmental technologies

Covers innovative energy technologies including solar, wind, fuel cells, advanced hydroelectric, and biomass, as well as environmental technologies like pollution control, waste management, site remediation, and recycling

Limits grants to $150,000 per year per business, with funds usable only for working capital, equipment acquisition, or leasehold improvements necessary for commercialization

Requires annual reports to the Governor and legislature starting September 1, 2025, detailing grant recipients, project descriptions, amounts awarded, and jobs created or retained
