Authorizes a surcharge of up to 35 cents per access line per month on customers of telephone corporations and voice over internet protocol (VoIP) service providers to fund the 9-8-8 suicide prevention and behavioral health crisis hotline system

Allows the commissioner to increase the surcharge in counties or cities with populations of one million or more upon request, not to exceed amounts adopted by those localities under county law

Establishes the "9-8-8 suicide prevention and behavioral health crisis hotline trust fund" under joint custody of the state comptroller and commissioners of the Office of Mental Health and Office of Addiction Services and Supports

Fund monies may only be used for administration, design, installation, construction, operation, or maintenance of the 9-8-8 hotline system, plus crisis intervention and follow-up services

Service suppliers must receive at least 45 days written notice before implementing or modifying the surcharge, and the act takes effect 60 days after becoming law
